日本(にほん)の多(おお)くの学校(がっこう)にはプールが設置(せっち)されています。それに加(くわ)えて、ほとんどの小学校(しょうがっこう)では水泳(すいえい)の授業(じゅぎょう)が夏(なつ)に行(おこな)われます。なぜ、維持(いじ)にも設備(せつび)にも高額(こうがく)な費用(ひよう)が掛(か)かる施設(しせつ)がこれほど多(おお)く普及(ふきゅう)しているのでしょうか。

これは、1955年(ねん)に起(お)きた二(ふた)つの事件(じけん)、小学生(しょうがくせい)100人(にん)を含(ふく)む168人(にん)が溺死(できし)した「紫雲丸(しうんまる)事故(じこ)」と海(うみ)での水泳(すいえい)授業(じゅぎょう)中(ちゅう)に生徒(せいと)36人(にん)が溺死(できし)した「橋北(きょうほく)中学校(ちゅうがっこう)水難(すいなん)事件(じけん)」が大(おお)きなきっかけと言(い)われています。これに加(くわ)えて1964年(ねん)の東京(とうきょう)五輪(ごりん)の開催(かいさい)への準備(じゅんび)もあり、学校(がっこう)へのプール設置(せっち)が急速(きゅうそく)に進(すす)みました。学校(がっこう)のプール設置(せっち)率(りつ)が90年代(ねんだい)には小学校(しょうがっこう)で80％、中学(ちゅうがく)・高校(こうこう)で70％を超(こ)え、小中学校(しょうちゅうがっこう)では水泳(すいえい)の授業(じゅぎょう)が必(かなら)ず行(おこな)われるようになりました。

それに対(たい)して、アメリカでは学校(がっこう)にプールがあることは珍(めずら)しく、水泳(すいえい)が授業(じゅぎょう)として行(おこな)われることは基本的(きほんてき)にありません。水泳(すいえい)関連(かんれん)のことが学校(がっこう)で用意(ようい)されているとしたら、一部(いちぶ)の生徒(せいと)が参加(さんか)する部活(ぶかつ)などのみです。

Swimming Lessons in Japan

In Japan, most schools have swimming pools. Additionally, elementary schools offer free swimming lessons in the summer. You might be wondering, why do they provide these facilities for free when it’s so expensive to equip and maintain?

This is due to the “Shiun Maru Disaster” and the “Kyōhoku Junior High School Water Accident” in 1955. During the Shiun Maru Disaster, 168 people drowned and died, 100 of which included elementary school students. Then, there was the Kyōhoku Junior High School Water Accident, where 36 students drowned during a swimming class while at sea. Those paired with the preparations for the 1964 Tokyo Olympics led to rapid progress toward installing swimming pools in schools. By the ’90s, more than 80% of elementary schools had swimming pools as did 70% of middle and high schools. And swimming lessons became a must at such places.

On the other hand, it is rare for schools in the U.S to have swimming pools. So, American schools generally do not offer swimming lessons. Schools with swimming-related activities are usually limited to club activities where only some students participate.
