(streetkart.com)
(www.japantimes.co.jp)

Why Are Go-Kart-Like Vehicles Allowed on Public Roads in Japan?
Have you ever been surprised to see tiny, go-kart-like vehicles driving alongside regular cars on the streets of Tokyo? While they might look like amusement park rides that somehow escaped onto the road, they are officially registered as road-legal vehicles and must follow standard traffic rules.
The key isn't how these vehicles look, but how they are classified under the law. Vehicles permitted on public roads must meet specific requirements, such as having proper license plates, headlights, and signal lights based on their category. Drivers also need a valid driving license in Japan. For international visitors, an International Driving Permit (IDP) or an official Japanese translation of their home license is required, depending on their country of origin. (streetkart.com)
In short, it’s not that "go-karts get a special exception," but rather that they are treated as small motor vehicles that meet all the necessary requirements to be driven on public roads.
Personally, I’ve never seen a local Japanese person driving one of these karts. Almost everyone you see in them seems to be an international tourist. For visitors, driving through the streets of Japan in a go-kart is undoubtedly a unique and unforgettable experience.
At the same time, these vehicles are small and sit very low to the ground, which can make them difficult for other drivers to see. It’s understandable that some people have concerns about traffic and safety. In Shibuya, for example, efforts have been reported to encourage operators to take measures to improve vehicle safety and management. (www.japantimes.co.jp)
While seeing them on the street might look as fun as being inside a video game, these are real public roads with daily traffic. Drivers are expected not only to hold a valid license and follow traffic laws, but also to pay extra attention to surrounding vehicles and pedestrians.
This unique sight in Japan is the result of a legal system for small vehicles combining with the tourism industry. Beyond the novelty and fun, it’s important to keep safety rules and courtesy toward the local community in mind.
